Evan Easton-Calabria addresses social protection for refugees in Uganda

On November 15, 2024 the International Policy Centre for Inclusive Development and World Food Programme launched their new publication, Policy in Focus, at the G20 Social Summit.

In an article for the inaugural issue of Policy in Focus, Dr. Evan Easton-Calabria explores the food (in)security of refugees in Uganda at the intersection of social protection, humanitarian assistance, and climate hazards.

The COVID-19 pandemic highlighted critical gaps in social protection for refugees. Although some governments improved healthcare access for refugees, many refugees continue to face barriers to assistance.

Uganda hosts over 1.5 million refugees and has been called a model for refugee self-reliance. However, refugees face significant challenges, including limited job opportunities, small land plots, and food assistance that is the lowest in the region.

Efforts such as the ‘Refugee Self-Reliance Model’ and NutriCash program aim to enhance social protection through cash aid and livelihood support. However, broader support for refugees remains insufficient, and funding gaps persist.

Addressing these challenges requires substantial government and international support, especially as climate change intensifies the strain on food security and refugee welfare.
