Evaluating Anticipatory Action for Education in Pakistan and Somalia

Project Team

Anticipatory Action (AA) for education aims to protect children’s educational gains and access by enabling educational institutions to be more proactive and disaster aware, often with the support of international or government agencies.

In Education in Emergencies (EiE) and Protracted Crises (EiEPC) settings, AA is a means to support children’s short- and long-term outcomes and mitigate the negative impact of crises on education.

Organizations such as Save the Children, the Global Education Cluster, and UNICEF have released guidance on early actions focused on children and education, yet existing evidence illustrates significant challenges in operationalizing AA for education and measuring its impact.

This project evaluates AA for education pilots and strengthen the evidence base of AA in EiE and EiEPC contexts to generate actionable evidence and guidance to ensure that anticipatory action can effectively support children and their education.

This project combines process research with an evaluation of program effectiveness and impact.

The process research component of the project includes a desk-based literature review to capture existing evidence on AA and EiEPC settings, stakeholder interviews, iterative data collection, and qualitative data analysis and validation.

The evaluation component of the project employs mixed-methods analysis. Quantitative methods include pre- and post-intervention surveys, cost-benefit analysis, and statistical analysis to quantify the program’s impact on education access and learning. Qualitative methods include interviews and focus groups, case studies on AA interventions, and document reviews.

Comparative findings will inform process, programmatic, and policy recommendations for Somalia and Pakistan, as well as other contexts, to improve AA in EiEPC settings.
