Anticipatory Action in Cross-Border Pastoral Areas in the Greater Horn of Africa
Funded by WFP, this research study investigates the ways in which pastoralists in cross-border areas in the Moyale and Mandera Clusters of East Africa engage in anticipatory action (AA) and the ways in which external AA intersects with and functions in these same areas.
We are examining shocks (including cascading and differentiated impacts of), information systems for shocks and AA, and mitigation and support systems for taking effective anticipatory or preventative action.
The study will provide insights to inform national and international stakeholders designing and implementing AA systems and disaster risk management programs in cross-border areas.

PASSAGE – Strengthening pastoralist livelihoods through effective anticipatory action was established in 2023. The PASSAGE project is funded under the IDRC/ FCDO CLARE programme.
It is implemented by a consortium of research and operational partners, including WFP and IFRC, under the overall leadership of the IGAD Centre for Pastoral Areas and Livestock Development (ICPALD).
This study seeks to improve the understanding of anticipatory action (AA) to effectively strengthen the resilience of pastoral communities at scale in trans-boundary areas.
The research will focus on informing the design of AA to contribute to the following key resilience outcomes:
- Enhanced food and nutrition security
- Strengthened social protection systems
- Strengthened resilience capacities (absorptive, adaptive and transformative)
- Enhanced social cohesion and peace building
