Contraintes et complexités liées à la collecte et à l’analyse de données en situation d’urgence humanitaire : Le cas du Nigeria

Depuis le milieu des années 2000, une crise humanitaire en cours dans les trois états du nord-est du Nigéria s’est propagée au Grand Bassin du Lac Tchad. Le conflit Boko Haram s’est transformé en un problème de sécurité majeur qui a entraîné un déplacement généralisé et une catastrophe humanitaire majeure. Le Bureau des Nations Unies de la Coordination des Affaires Humanitaires (UNOCHA) estime que plus de 20 0000 personnes ont été tuées, 1,6 million sont déplacées à l’intérieur du pays et 200 000 vivent comme réfugiées dans les pays voisins.

Le Nigéria utilise le Cadre Harmonisé pour identifier et classer la gravité des situations de sécurité alimentaire. Ce rapport examine ce système pour mieux comprendre les contraintes techniques et politiques à l’analyse des famines et des urgences extrêmes.

Ce rapport a été rédigé conjointement par des chercheurs du Centre International Feinstein et du Centre pour le Changement Humanitaire de Nairobi.
